Shailesh Patel is a technology executive, entrepreneur, and solutions architect with over 35 years of experience building and delivering mission-critical systems across defense, healthcare, cybersecurity, artificial intelligence, and financial technology. Known for bridging deep technical expertise with strategic business vision, he consistently translates complex capabilities into production-ready solutions that deliver measurable outcomes for federal agencies, commercial enterprises, and international partners.
Shailesh began his career as an Avionics System Engineer at the Naval Air Systems Command, providing strategic planning for the U.S. Navy’s avionics systems, establishing budgets for mission computer upgrades, and briefing Flag officers. He later led software engineering and IT strategy for numerous Federal agencies and co-founded As-One, Inc., creating one of the first web-based team collaboration and project management platforms. His leadership of Washington State’s $178 million Medicaid systems replacement program and pioneering data pilots highlights his ability to drive complex, high-stakes technology transformations.
As Chief Technology Officer at Keystone International Ventures, Shailesh leads the evaluation, selection, and deployment of emerging technologies across the firm’s global portfolio. His work spans AI-powered market analytics, endpoint cybersecurity, distributed computing platforms, and AI-enabled drone systems for defense and critical infrastructure clients. Collaborating with a seasoned executive team, he ensures each investment delivers both technical innovation and lasting strategic value.
Shailesh holds a Bachelor of Science in Electrical Engineering from Virginia Tech, a Master of Science in Engineering Management from The Catholic University of America, and completed the Data Science Specialization Track at Johns Hopkins University. He is a certified Scaled Agile Framework Program Consultant (SPC), Project Management Professional (PMP), and ITIL Foundation practitioner.
